Landfill liner construction in the United States falls under RCRA, with municipal solid waste facilities regulated under Subtitle D and codified in 40 CFR Part 258. Federal design standards require a composite liner system incorporating a minimum two feet of compacted clay achieving a hydraulic conductivity of no greater than 1×10⁻⁷ cm/s, overlain by a geomembrane. In Texas, TCEQ administers these requirements under 30 TAC Chapter 330, with additional guidance in RG-534. TCEQ specifications require liquid limit of 30% or greater, plasticity index of 15% or greater, more than 30% passing the No. 200 sieve, and a maximum hydraulic conductivity of 1×10⁻⁷ cm/s when compacted. Our CCL material is supplied to meet these thresholds — confirming the clay arriving on site is fit for purpose before a pad foot roller touches it.

A compacted clay liner is built lift by lift, and every lift needs to bond with the one beneath it to form a continuous, homogeneous barrier. Variability in clay mineralogy, plasticity, or moisture content between loads introduces weak zones — interfaces where hydraulic conductivity is higher than the surrounding material and where leachate will eventually find a path. Our clay is processed to deliver uniform composition and plasticity from load to load, supporting repeatable compaction behaviour that allows QA/QC testing to confirm performance rather than uncover surprises.

The material arrives at a moisture content within the workable range — plastic enough to remould fully under compaction and achieve the inter-lift bonding an effective liner depends on, but firm enough to support construction equipment and maintain grade. This is not a product where close enough is acceptable. A landfill liner is a regulatory, environmental, and financial commitment that will be monitored for decades after closure. The material that goes into it needs to perform from day one and hold its integrity long after the site is capped.
